Like a few others have said, I think of "hey" in greeting as expressing mild but pleasant surprise upon seeing theother person. The intonation often reflects this, too.In fact, the degree of surprise can be dialed in with theintonation. There's "hey" and then there's "hey!".
I grew up in Southern California, and would neversay "let's stop by to say 'hey'".
