I grew up in the south and I remember being strongly discouraged to use "hey", especially when trying to get the attention of an adult (as children tend to do). It was a sin equal to tapping someone's shoulder, or tugging at their shirt - it's just rude. I can certainly see using it around close peers but it still strikes me as a little uncouth.
