the meaning of "As of" depends on the verb time, i.e. we talk
about past time or Future time:
1- if we deal with past time (simple past or had time, the meaning
of as of is something "by ending (closing) of...". i.e. we move from
past to the time which specified in "As of...".
2- if we deal with Future time (i.e. will/ or using present
continuous as a future), the meaning of as of is something "by
starting of that time/ or by reaching (coming) that time in future/".
i.e. we move from present to the future time which specified in
"As of..."
