Correct form: passers-by. Why? Because "passer" is a noun and it can be made plural and because passer-by is hyphenated!! "Standoffs" is normal because it is not. Also, check a reliable, good dictionary: http://www.macmillandictionary.com/dictionary/british/passer-by?q=passer
