According to the U.S. Government, a citizen of the US but born somewhere else is "first generation" and born in the US to at least one parent who was not born in the US is "second generation". http://www.census.gov/newsroom/releases/archives/foreignborn_population/cb10-159.html
Seems to me a definitive answer; not sure why so many people are so up in arms about it.
